Manila to Cebu is not a rail journey — the railways do not come here, and the water is the way through: 2 legs (1 by sea, 1 by road) across 1 country, with 0 frontiers in between. The one to watch: Manila North Harbor needs 4 hours, not a connection. It is possible, and that is about the strongest thing to say for it. If the point is the journey, ask for a different pair of endpoints.

Stations that catch people out

  • Manila (Tutuban) PNR's Metro Manila commuter services have been suspended since 2024 for North–South Commuter Railway construction. Manila's working rail today is LRT-1, LRT-2 and MRT-3, which is a metro, not a way out of the city.
  • Manila North Harbor Pier 4 for 2GO. It is not the same place as the South Harbor cruise berths, and the taxi drivers will take you to whichever you name.
  • Cebu City The hinge of the whole archipelago. Almost every Visayan ferry route touches it, which is why it is usually the shortest way between two islands that look adjacent on a map.

    OceanJet runs Cebu to Tagbilaran most of the day. Chocolate Hills, the Loboc river and Panglao's beaches are all inside a day of the port, and Siquijor is one more boat beyond. If you are passing through Cebu at all, this is the cheapest good decision available.
